For the second time in three years, an Oregon college announced plans Monday to start new men's and women's wrestling programs.

At a ceremony in La Grande, Eastern Oregon University President Tom Insko said he remembered playing on wrestling mats as a kid as he waited for his dad to finish the college's football practices. It's time, he said, to bring back a men's program that was killed off decades ago and to add a women's program for the first time.
